That is correct..

I guess my confusion stems from the fact that Bush effectively gave him an additional vote on the court with Thomas

..here are a couple of factoids that I wasn't aware of regarding Thomas..

He considered entering the priesthood at the age of 16, and became the first black student to attend St. John Vianney's Minor Seminary (Savannah) on the Isle of Hope.[10] He also briefly attended Conception Seminary College, a Roman Catholic seminary in Missouri.
