Well, 13 years later with the benefit of hindsight I'm saying it DIDN'T. I felt the same way 13 years ago without hindsight. The only reason Japan worked out so well was because we went in there and broke the whole country down and wrote their new constitution and left them with a workable structure. We could have done the same thing with Afghanistan and it would have worked out a HECK of a lot better than what they are going to be left with after we get out.
