My thoughts would mirror yours that it would be a positive for a company to have a strong balance sheet in times like these. The bullish comment was directed toward the sentiment of the investment community toward the company (institutional debt investors), and the company to feel strongly enough about their business to enhance future performance via some leverage. I will make the call on Monday to pursue the "offering" if it is in the market. Keep in mind that corporate america will choose to borrow sometimes just because they feel rates are so attractive at the moment....Like when Disney and IBM came to market with 100 year maturities just because the enviroment was so compelling....and the US goverment chose to borrow more short term at the same time. Oh well someday the fed will catch on.
