Define what you mean by 'earn'. If you mean people who contribute to economic growth, you have a point. If you mean the non-productive rentiers, the answer is 'no'. Unfortunately, our economy is being dominated more and more by rentiers. It depends on the type of society you want. Do you want one when most of the resources are controlled by a small group of hereditary sociopaths? Who, by extension, control the government? Then allowing rentiers to dominate will get you there. That is called an aristocracy.We fought a war to get rid of that.
