Talk about damned if you do, damned if you don't. You condemn them for growing the business then condemn them for paying shareholders. It is the business' prerogative to use these funds as they deem appropriate. If Walmart decides they are better off paying dividends than they are building stores in DC, then it is incumbent on government to entice them to build stores. Not to threaten them with lower returns. That post is idiocy.
