I did read the article. It is talking about a "user fee" which I grew up with as a child. You pay for it's use only. Our laws are antiquated and they need to be revised to account for evolving technologies such as "green tech" Are you aware that a few days ago,, the Chinese Govt. mandated that their fleet of vehicles be 30% green based by year 2020. When that news broke, TSLA shot up from about -0.5 to +10.0 within minutes. That is the sad part. We invent those technologies here and other countries take the benefit to get a leg up on us.
