What he was saying that anything they agree to will be politicized and distorted by the Republicans. After the election, they will still do it but at a less intense level... Obama's response to Crimea is a good example. The sanctions are damaging Russia's economy, probably pushing it into recession. Capital flight is a real problem for Russia now. And nobody in their right mind is going to invest there now. The oligarchs are only going to take so much before they fix the situation.
