You seem to be conflating 2 issues here-- one is penetration, which is to say that more people want/ need iPhones than iPads, of which I am in total agreement. The other is upgrade rate. If you want to ask why people who already have iPads aren't upgrading them as often as they upgrade phones, which is probably the case, the primary reason is likely to be is price. Buying a new phone every other year for $200 is easier than replacing an iPad for $500. Take the phone subsidy out of the equation and you might see an apples-to-apples comparison.
