That's because Hamas doesn't let Gazans take shelter in tunnels and bunkers. Israelis tell their people to get into shelters. Hamas build bunkers to store weapons and their leaders but not ordinary citizens.

and what would you do to prevent rockets from killing your people?.......diplomacy with those that are hellbent on destroying you?...the Hamas are cowards hiding amidst innocent civilians
