Yes. It is a sugar rocket made from a steel pipe. It doesn't even spin for stability. The grain is cast with a rectangular cross section, Which means it burns off the sides and not the core, which would be more efficient but be harder to make. The fuse is a percussion cap and a nail.

Simple, cheap and easy to make with minimum tools.
