If that infrastructure was hit -- and that can't be known with any credibility -- it was either accidental, which happens sometimes (a Hamas rocket knocked out power to 70K Gazans the other day), or it was targeted because it was the source for attacks against Israel.

There is zero percent chance water infrastructure would be targeted for no reason at all. It could get hit, but it wouldn't be targeted for no tactical reason.

You can't really talk about the blockade in such generic terms and make any sense. Dual-use items are prohibited under the blockade; but I doubt they would try to stop repair parts that pose no threat.

If they were trying to defeat the Arabs by taking out infrastructure they would cut off the electricity and water they supply, payment for which Gaza is some half billion in arrears.
