Because the pals have never made a serious offer for peace - that's why no one looks at them until they bloody their noses on Israeli fists. They will achieve nothing this time either - Israel will quit when they think they've degraded the rockets and tunnels enough and pressure is too great. Hamas will then rearm with new international funding for a few years and rinse and repeat.
