The problem with rules is that it encourages further violence with the fantasy that war can be fought in a surgical manner. If we are not being threatened to the point we are willing to go all in then we likely have no business being involved at all. Viet Nam, Korea, Afghanistan, and Iraq (both wars) are instructive examples of wars that were fought with "rules" that should never have been fought at all. I am sure we could think of others.
