"To whom? "

To victims or those experiencing loss, to society at large, and to the judicial body in charge of the case.
"Certainly not to the person or persons who committed it"

Nonsense. What just cause was Ted Bundy, Jeffery Dahmer, or John Wayne Gacy claiming to champion? Timothy McVeigh claimed a cause but then terrorism is a distinct type of heinous crime. I'd put it in the same category of judicial treatment. Why not?

"A heinous crime is so because it is unquestionably so odious and cruel or malicious in nature as to be irreconcilable."
"they may feel they have a just cause which you disagree with..."

Heinous crime is heinous crime.
