It's way too late. He's institutionalized torture. His executive order isn't worth the paper it's written on. I don't think Hillary would overturn it, but the first R in office will.

I think it would be great if Obama pardoned Bush and Cheney for their war crimes! Just to see the right wingnut heads explode. After all, it's not like they're going to be prosecuted, and that would take it completely off the table.

That action itself implies that they were guilty.
