Maybe the Gazans thought, as "citizens" of a gulag, asked to elect the leadership for the gulag, "FU"?, and elected Hamas.

Only sorta, though. I mean the Palestinians were sending suicide bombers. That they would take the opportunity to stick it to Israel was pretty obvious.

Still, when Israel immediately instituted the blockade any hopes that Hamas would get busy went out the door. The smart thing would have been to let Hamas try to govern. If they then went back to their terrorist ways, then squeeze them.
