Israel has blockaded Gaza well before Hamas was elected into office. Pretty sure any country can blockade another if they choose - but Gaza has become such a bad actor - Egypt has joined in. If Hamas stopped attacking Israel the blockade would end - <insert some line about repeating yourself and expecting different results here> - try it - you might like it, you can always attack later.
