Per the press release, equipment will not be cleared by the EU for export to Russia if it is destined for oil exploration and production in deepwater offshore, in Russia's Arctic, or in shale plays. However, it seems that the EU has excluded Russia's gas industry, as opposed to its oil industry, from any sanctions, which should be good news for the LNG ambitions of Gazprom, Novatek, and Rosneft.
