Ted, This is mostly the Rs doing. They have refused to do something substantive and rational. When you listen to Steve Benen for so long, you miss the facts staring at you in the face. Republicans have always been about controlling the border first. Unfortunately the mainstream media likes portraying GOP policies with a "No Vacancy" sign and pictures of an uninviting fence.
