The implementation phase now begins and with surprises on the upside, as during the ceremony in Mexico City, Peña Nieto announced 10 actions that imply a faster pace of implementation than originally expected:Round zero accelerates. Instead of results being announced until mid-September, they will be announced this Wednesday August the 13th;Round One will follow suit. Also this Wednesday, the Ministry of Energy will announce the fields that will be included in the first auction for private participants. This round will take place in 1Q15, before what we had originally assumed. Announcements on the projects in which PEMEX will require partnerships with private companies will also be made; The decrees establishing the creation of the industry regulators in the electricity and gas markets will be launched before the end of this month;Proposals for occupying the boards of the different institutions created/modified by the energy reform will also be announced this month. This includes the National Hydrocarbon Commission, the Energy Regulatory Commission, independent members on the boards of PEMEX and CFE as well as the members of the new Mexican Oil Fund;In this respect, the Mexican Oil Fund will begin operating in September. Within a 90-day period that begins today, the new National Agency of Environmental Security and Protection will have its internal regulatory framework ready. We see these announcements as eminently positive, as several of them are market- relevant in our view, and together should help to create momentum in terms of investors ´ sentiment about the reform.
