The term is used all over the place to mean different things in the Regulations.

But it is worth mentioning that it generally includes pensions and annuities, Social Security benefits, VA benefits, and a number of other categories, the further taxing of which would hit low-income earners hardest.

And it does NOT include capital gains and losses.

So, my guess is you're really meaning something different from unearned income.

I am sure there are those who would complain. But few with any influence would.

So your plan would incentivize companies to locate/stay/start up in the US but dis-incentivize investing in the same?

Makes sense to me... if you're a liberal.
