But it is worth mentioning that it generally includes pensions and annuities, Social Security benefits, VA benefits, and a number of other categories, the further taxing of which would hit low-income earners hardest. And it does NOT include capital gains and losses. So, my guess is you're really meaning something different from unearned income.
