Do you consider Sarman Hussein gassing thousands of Kurds to death "bad", or the death a million people in a ten year war, or torture of civilians that don't support you? It depends on your definition of "bad"...

No "nothing bad" was happening...saint Reagan was just sending Rumsfeld over there to shake hands with Saddam and deliver some "chemicals". Yup Saddam needed those chemicals to fight "Ebola". Yup, we need to name another airport after the sainted one.
