About 7 years ago I tried to develop a renewable energy project in Ukraine based on biomass, meet with high positioned politicians, was asked who my local representative is, and how they can get in contact with him to explain the situation "better" This clarified to me everything even that i had a formal letter of recommendation from the Donetsk Rada and invitation to make the presentation. Situation very similar in Russia and somewhat better in other former Soviet Union countries. Nothing more to add. <GGG>
