How? The two primary utilities for California, Washington, Oregon, and Utah are Portland General Electric (PGE) and PacifiCorp (PPL).

A very badly written story. PacifiCorp only serves about 126,000 customers in Washington State:

Portland General Electric serves none in Washington:

Not to mention Net metering provides power to the grid that displaces pollution generated by fossil fuel plants.

California is day by day getting ever more of it's electrical generation from clean, renewable energy.

Thus less pollution is emitted into our air, water and the environment.

A huge benefit.

Close..."the 2 primary utilities" for California are PG&E (Pacific Gas and Electricity), SoCal Edison, and San Diego Gas and Electric.

"solar-customers are exempt from paying that 3 percent charge."

I pay surcharges of about $4.50.mo.

I agree, raise taxes on the wealthy to pay for it.
