Drones are likely in the cards. Boko Haram is fighting a guerrilla war. IS has artillery and tanks. A different regime.

Did Obama authorize bombing Boko Haram targets?

No. Boko Haram live in a jungle and commit terrorist attacks, periodically stealing girls to sell and killing people. IS is a marauding horde on the march, killing people and annexing cities and huge swathes of land, trying to create an Islamic caliphate that somewhat resembles the Levant. Of course, you don't deal with them in the same way.
