If the concept you're trying to prove is that a train can be built, Houston/Galveston is fine.

If you're trying to prove it makes economic sense, no way. The ridership would never pay even a small fraction of the cost of that route.

Now it probably won't be able to reach top speed. That likely is not a bad thing for proof of concept...

Yeah, the top speeds being touted by the Chinese would make me very nervous.
