It was set on fire by Bush during his years of turning the country over to the multinational corporations and the military industrial complex and Obama has been trying to put it out for the last 6 years. It's hard work and takes time to undo the massive corporate welfare programs and the industrial military complex programs that Bush and the Republicans set in motion. Most democrats were cowardly fellow travelers.
