I've always argued the Clintons get credit for that. Bill could've and should've stepped down when his personal failings began to interfere with his performance. Bill's legacy would not have been hurt much as people are very forgiving. He would likely have been seen as a martyr, remained a powerful influence in future elections, and politics in general. But as things go he gets credit for crushing the momentum of the women's movement and other social movements that had attached themselves to his coat tail, including his association with Gore. Gore was popular in the 90s and after a couple of years as president he would have cinched a re-election.
