It just seems like this sort of thing happens all the time, so what makes this different?

Other than the fact that one of Perry's pet projects, the Institute of Cancer Prevention was being investigated at the time by the IPU? Seems that a bunch of scientists resigned in protest because grants were being made without peer review to supporters of Perry's and investors in his business ventures.

And then there is the Emerging Technology fund, which Perry has sole control over, with a similar track record...

Like I said, with Perry the lines between his personal business, state business and his presidential ambitions are really blurry.

It is pretty easy to see why he'd really like to be president.
