Kindly elaborate, if you mean that Israel did not participate in sanctioning Russia I would agree. Israel did not sanctioned Russia as I do think the main problem was failure to give the appropriate guaranties to Israel and the 1.5 million Russian émigrés in Israel that still have families in Russia and are afraid of retribution by the Russian authorities. That is my personal speculation. Brazil does not have 25% of its population as Russian immigrants.
