There were 21 Articles of Impeachment.

Article 1 involved having a school district pay off a personal debt. Article 2 dealt with $101,000 in payments of insurance proceeds from the school district made to Fergsuon. Article 3 had to do with lying under oath. Article 4 had to do with a misappropriation of funds for repaying personal debts. And so on.

The impeachment articles dealing with the university were tagged onto the end since they were the basis for getting the entire thing rolling. Mere afterthoughts to try to give it legitimacy.

But as pointed out, impeachment does not created precedent.
