You just contradicted yourself. So which is it? Was Brown charging Wilson, or was Wilson chasing him?
There is no contradiction - both can happen at the same time. What's fact is they are facing each other when the shots were fired.

Wilson should have stopped firing when Brown put his hands up and stopped running.

If that's what he did - then he should have - but if he charged - then the officer was allowed to use force. There are witnesses claiming for both scenarios.
