You assume the cop was a solid, stable individual.
Of course I'm assuming that.

Your question was why six shots was necessary, not whether the cop was stable, or competent, or legitimately fearing for his own life.

Because if the cop wasn't stable, or competent, or legitimately fearing for his own life, then the question of "six shots" is moot.
