Someone can run away and charge at the same time? Please explain.

You're kidding right?

Let's assume - I know you're good at that.

Brown assaults officer and then begins to walk/run away.
Wilson get's out of car and pursues - walks, runs, saunters whatever in the general direction of assailant.
Wilson yells or somehow manages to get Brown's attention.
Brown has to turn around - he was shot in the chest - remember?
A "good" cop would not shoot the suspect unless he (Brown) started to charge/threaten the officer in some way.

Or maybe Wilson just woke up after six years of excellent service and decided he was gonna shot himself a nigga - the biggest one he could find.
