Sir? Yes - you started with a question of race related the demographics of the city versus the police.

Even in cities like Chicago they work extra hard to find and staff black officers. A small city does not have the money to bypass qualified applicants in search of racial staffing goals.

That's actually not true. Scandinavians appear to be the tallest. In the 18th and 19th Century, European men in North America were the tallest men in the world.
