What regulations?
Rent controls, zoning laws, anti-development laws, NIMBYism, etc.

I don't know how much development is going on in NYC, but in SF the development is kind of scattered and nowhere near enough to meet demand.

Relieving some of the regulation and red tape will help, but it does bring the side effects of high density urbanization which a lot of people don't like. No one in America wants to live like those in Beijing do.

The long term solution is to decentralize, which was supposed to happen as a result of the Information Age, but hasn't yet.
