"The question has to be asked if there is any connection between a change in the US Govt. stance about "not negotiating with Terrorists", and the Execution Style slaying of Foley" 1) Technically, Bergdahl wasn't a hostage; as a soldier, he was a POW. 2) Foley was killed because we began to bomb ISIS. Another hostage will be killed if we don't stop bombing. We won't. 3) The gvt. allows the family and employer to pay ransom, so there are free market solutions.
