<USG policy is to not pay. Family and friends can negotiate. They might run afoul of the law; or not. I think Uncle Sam turns a blind eye to private deals.< But, didn't USG pay to garner the release of Bergdahl? They paid with the release of 5 "Taliban POW's/hostages, what the US calls "enemy combatants"". and financial cost of nearly 1MM Dollars. So the US used the prisoners in Gitmo as hostages? Used them as "trading material", maybe not "physical currency".. But a commodity non-the-less. PCSTEL
