This statement ("If they just behaved themselves, they wouldn't find themselves handcuffed in the back of a police car.") does not suggest I think he didn't deserve to live.

The point is finding yourself handcuffed in the back of a police car should not lead to your death. That's the important takeaway and not that he should have been a good boy.
