Then comes out of her house with something that looks like an UZI
in her hands.
Should the cop have ask for the serial number to make sure it is an uzi?

Mentally ill people kill people. It would be nice if they didn't, but they do. You point a weapon at a cop, or have something that looks like a weapon that you represent as a weapon, and you don't put it down, they have the right to shoot you.
