From my personal experience of 10 years ago, the intelligence acquisition of the US is quite remarkable, with great foresight at least to economic matters the problem is the political nominees who filter the information and ten the second layer of political appointees who report to the elected person who end up making crucial decisions in many case not in the best interest of the US and with a complete different outcome from what should have happen if information would have been forwarded unfiltered / massaged by the interested parties in the chain of command - the main problem any person has a limited time from the 24 hours to read reports and the summaries not always reflect correctly the situation.

Net result - a mess as we see it now rendering agencies like NSA totally worthless in relative real time for policy makers
