I agree with everything you said but I can form a strategy just on your perspective...why won't our President.

Assuming we can even declare ISIS as an enemy (which I doubt the President is willing to do), our strategy in this case would be something like:

Our strategy is to involve key personnel at the pentagon who will elaborate each and every contingency we face. We are requiring the surrounding regions to step up in coalition to support the Kurdish region as we are doing as a primary front against ISIS, and to declare ISIS an enemy to regional and to global interests. When such regional forces and global powers have declared a position against ISIS, we will be considering the availability of US military sources, political influence, and economic restraints to be assessed as part of any US involvement. Until then we will continue our efforts to provide humanitarian aid where possible and to consider air strikes as the situation develops, and to deal with homeland threats and risks as they develop.

This is a strategy developed off the top of my head just from your perspective. The president has the minds of great men and women at his beck and call to help him formulate a stategic position.
