I don't think you need the watch to be data enabled for this-- it would all happen on the terminal and cloud side. All the watch has to do is identify you as belonging to a particular Apple ID account, then the terminal communicates with Apple's servers who could pick the card to charge that matches the merchant class if you configure your account that way.
Wouldn't have to be Apple - could work with any platform - and yes, it could still identify in the manner you describe. However, some security features such as live communication of location and related risk-adjusted settings would be sacrificed. And, payment processing is far from the only application that loses something without data connectivity, as I detailed in my previous post.
