Of course it only works because the Pals are too stupid to stop taking the bait as well... I'm not sure of this. If you take the Pal POV, Hamas has gotten Israel to remove it's settlements from Gaza, paying the price in destruction and bodies, while the West Bank's peaceful PA is still having settlements put up to this day. The fact is, when the Pals just do nothing, the world pays no attention to the Israeli land theft at all, and it continues with just lip service pushback and tut-tutting. I don't know what alternative strategy would work better, but if the Pals can get volunteer suicide bombers, why can't they call press conferences and do this: That got people's attention, at the time, and would give Israel no reason to shell them. John Kennedy had this picture in the Oval Office.
