Ok- I don't know what you are smoking (pot prolly) but any child throwing a chair or spitting on another student should be suspended. In fact, after repeatedly doing that, they should probably go to an emotionally disturbed class. That's so aberrant I can't imagine why you'd post this. Mothers, of course, never want to see their children as aberrant. I get that. But repeated assaults in a class, even (or especially) by a young child, need to be dealt with. Teachers need to deal with ALL children, regardless of color, the same way- but I know my son was kicked out of kindergarten for behavior a lot less severe than this, and he's a white boy.

Sounds like he's in thug pre-school, where he's learning early that he's a worthless, bad, black kid with no future. Mainly because he's black, which has to be frustrating, since he can't become white.
