Because, in some places, or a lot, there are 2 different standards for dealing with young children, based on skin color. You might not like it, and you might be color blind, but unfortunately, many teachers aren't you.
If you've never lived in the American south, this might not be in your experience. But there, it's the rule, not the exception.

The answer isn't letting kids throw chairs at each other. Get those white kids to ED classes. Maybe we will have fewer dysfunctional white kids.
