Translation: nothing different except for the messaging...
Without military intervention, it's the "messaging" that exerts influence.

This isn't a problem with messaging, however. This is a lack of leadership and decisiveness.

"Nothing different" is just your way of defending this "know nothing, do nothing" administration.
