Why can't you have a Java-capable system that "rents" application time via the Internet?

Provided your computer can communicate with the Java-capable system that "rents" application time via the Internet, and execute Java bytecode... no problem. Once the Java applet is loaded into the VM the rest of the classes will be loaded as required via TCP/IP.

The question is if you have an ORCL flavored NC will your service provider have an NC Administration Server?
