I was pointing out that even with a Government Job, the benefits they supply to "Part-Time workers" are diminished by the hours actually worked. So if someone is only provided 20 hours a week, the Governments contribution is "pro-rated" to those hours employed. Its true that corps have played games with jobs since 2008.
