The problem here is that they're teaching this method in lieu of memorizing tables, rather than in addition to the memorizing of tables.

I have, since I was a kid, used this method to do arithmetic in my head when it is more convenient (e.g., faster). But if it is not convenient, I still need to be able to use a pencil and paper or rely on tables I memorized when I was a child. What are these kids to do in that instance?

Also, the premise of the method breaks down with certain numbers and can you imagine learning basic arithmetic in this way and trying to generalize it to other bases like octal or hexadecimal?

If one arrives at the method intuitively he'll use it when it needs to used. If one does NOT arrive at it intuitively, my guess is that he will spend a lifetime confused about how to do simple arithmetic. The method is not an improvement, that's for sure.
